The Critical Infrastructure Finance Initiative extends beyond traditional lending models. Bank of America will incorporate qualifying primary-market loans, investments, capital markets transactions, and advisory services into the $250 billion goal. The program also provides banking services and supply-chain solutions tied to eligible infrastructure projects. Financing options are available for both corporate entities and individual assets. The bank will leverage its corporate banking, investment banking, and markets divisions to assist clients in sourcing capital for significant U.S. projects.
Digital infrastructure remains a core focus of the program. Eligible initiatives include data centers, telecommunications networks, semiconductors, computing hardware, and related equipment. Under the energy category, projects involve both conventional and renewable power generation, storage solutions, and distribution systems. Core infrastructure encompasses transportation, electricity transmission, grid upgrades, water systems, critical minerals, and mining activities. Bank of America highlighted that the initiative also aims to meet increasing infrastructure demands linked to computing, manufacturing, energy supply, and domestic supply chains.
Funding encompasses technology, energy, and key infrastructure sectors
Bank of America stated that its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will oversee the coordination of this program. All eight of its business lines will contribute. Jim DeMare, co-president of Bank of America, explained that the initiative prioritizes infrastructure critical to economic stability, energy security, and technological advancement. The bank plans to evaluate qualifying transactions during the designated 18-month period, with those transactions counting toward the overall $250 billion commitment.
Workforce development and employment are also key objectives. Bank of America indicated that infrastructure projects have the potential to generate jobs in construction, manufacturing, technology, and ongoing operations. The company actively supports training programs through employers, nonprofit organizations, and community colleges. In 2025, it invested nearly $40 million in over 730 workforce development partners across U.S. markets, focusing on skills training, education, and job readiness initiatives.
The financing program extends through July 2027
During 2025, the bank reported that its workforce partners connected more than 90,000 individuals with employment opportunities. These organizations also provided training, education, or career-preparation services to over 290,000 people. Bank of America clarified that these figures are separate from the new infrastructure funding target. Karen Fang, global head of infrastructure and sustainable finance, noted that large-scale infrastructure projects require coordinated financing across various sectors. She also co-leads the Global Capital Solutions division.
Progress will be monitored based on eligible financing activity completed within the program’s timeframe. The bank stated that this measurement approach aligns with the framework used for its existing $1.5 trillion sustainable finance goal.
